Why is this one nicer? It's not just how it's run nowadays, the school building. That was built by an independent trust, not by the state.

They can say, we're building such a nice school, it's going to attract more kids than other schools, we're going to have bigger budgets than other schools, we can repay in future.

So they can borrow against that business plan.
